I believe Memories is the name of the 113 minute movie, of which that Phantom of the Opera thing is the first story. I haven't seen this though.

The first part is called Magnetic Rose, directed by Koji Morimoto (Animatrix) based on a manga short by Otomo ;)

Strangly, I haven't see the anime, but I have read the manga ;)
They're typical Otomo, funny in places but with a dark under-current.
